Cooling Fan fuse blows

Fuse 25 blew twice and took out the radiator (not A/C) cooling fan on my 1993 900S. This is probably my problem but I am not sure where to go next. I just replaced a seeping head gasket. Car has never overheated but does get hot with A/C off when coming off the freeway in warm weather. So I went to 82 C thermostat and thermoswitch and attempted to do the dual fan upgrade. The relay I got is just a green relay and is supposed to be the same as the one called for by the Saab bulletin. But the pins are not numbered the same so I followed the numbering from the original Carter relay assuming that 87a is the center pin that is marked 87b on the original carter relay. Both fans did come on after about a minute and a half when the thermoswitch was jumpered. Anyhow, after the #25 fuse blew I unwired the new relay and put the Carter back in and it blew another fuse. Note that the fuse doesn't go until the car has been on the Freeway for at least 20 minutes in hot Ohio weather. Also, when fan is operating car does not overheat, runs nice and cool. But I got the gauge up about75-80% when first fuse went.
Questions: could the radaiator fan be coincidentally going bad? My green relay is numbered 1 thru 5, do the pins correspond to the Carter relay as I describe with center being 87a instead of 87b. Can I check the fan motor by current draw, resistance or ? Swapping out? It is normal for the A/C to stop when the fuse blows, right. A/C has been blowing nice cold air both times when #25 blows.
