That would be a current flow of about 1.5 amps if its a pure resitive load. Whats it read with the key off? Also reverse the meter leads in case there are any diodes in the circuit. Light bulbs, motors, and relays are more like an inductive load, their resistance goes way up when in operation. What you really need to worry about is current flow and voltage drop when in operation.
