I had a similar failure. It turned out that the brushes on the voltage regulator (screwed into the back of the alternator, towards the front of the car) were worn down below their service limit.
If there's a chain car place nearby, see if they have a voltage regulator for a Rabbit with a Bosch alternator (don't know what year). Maybe they'll be able to cross-reference the Monarch part number on the linked page. DO NOT get an Echlin voltage regulator. BTDT, wasted $50.
You can reach the screws for the regulator with a very long screwdriver or one of those right-angle screwdrivers.
