When I got my "new" '84 S back last Nov., the A/C button was acting the same as your recirc. button is. I popped in a good used one I had raided some junkyards for my parts and had my previous '84 which became a parts car after a wreck), and voila! the A/C worked great (until last week or so, and now it's wearing out, too).
An interesting note: not all dash switches on 900s are the same. Sometime around '87 or '88, the 900 changed from the older, positive "click on, click off" switch (my description, sorry; that's what my '84 daily driver and parts cars have) to a "soft-touch type" switch, which doesn't click when pushed, and it pops back out, even though it's operating the A/C, etc. (as in my Mom's '90 900).
So, you can't get the new switches to work on the older SAABs (pre-'87 or 88), as they don't stay "on," or "clicked in," as the older SAABs need them to do. This is because the new switches are the "momentary on" type for use in the newer SAABs where the relays keep the circuit on.
So, just because a SAAB switch may fit the recirc. plug, it may not work, because you might have gotten hold of the newer type switches and be trying to use them in an older model SAAB. (What year is your 900?) What Anders said is true, the older, click-on, click-off style switches do wear out (as is happening in my 900) and fail to stay "pushed in" or on.
That's just my understanding of it. I hope I've stated it correctly!
