Start at the basics:
Does it turn over with a fully-charged battery? It doesn't have to start, just turn over. IF it can't and if you can't turn it by prying CCW (as you look at the windscreen from the front) on the ring gear then it's siezed. Do not pass GO, do not collect $200.
Is there any coolant in the oil or oil in the coolant? Headgasket and/or warped head.
If it turns over w/ charged battery, do a compression test. When you do the test, is there even compression across all 4 cylinders? If not, headgasket, warped head, and/or scuffed cylinder bores.
Generally the blocks don't crack, so that's waaay down the list.
Any 16-valve 900T engine will be suitable for an '88 SPG - there's nothing special about them other than they're SAAB Turbo engines (which is special in my book). I believe that heads from any 2.0 Litre 16-valve engine (including normally-aspirated engines) will work as long as you transfer the cams and exhaust manifold from your '88 over to the new head. [Someone please correct me if I'm wrong on this point.]
