On the one-pump assembly with the Walbro pump (like you've got on your '89 base) the special tool is a fixture which holds the top plate of the fuel pump assembly while you tighten the big ring. All you have to do is hold the top plate in alignment with the marks, so when you tighten the big ring the pump assembly doesn't spin inside the tank. BTW, if you put a lever of sorts across the stubby holes for the fuel lines, don't break them off.
I've had mine out a couple of times without the "special tool".
