You mentioned that the cable is not turning at the dash end . . . Did you check for a broken cable? Pull the speaker again and disconnect the speedo sheath from the housing. pull the cable completely out of the sheath and make sure the whole thing comes out in one piece. It's probably the gear in the differential as others have mentioned, but this is an easy thing to check before tearing into the differential.
I've also had a 900 where the brass clip on the cable was not in the right place, so the end of the speedo cable barely engaged the speedometer unit. Over time, the speedo stopped working. I was able to fix it temporarily by making a clip further down the cable . . . come to think of it, I guess it's a permanent fix since it's still in the car and working fine . . .
