1. Partially reassemble. (I'm not being unpleasant, but unless you have an air impact wrench, this is what you have to do.)
Assuming that the ball joints are still on the steering knuckle, put them back in the A-arms and just put the bolts through. Then, jam a screwdriver in one of the vents in the rotor and rotate it to the caliper (bottom of the caliper on the right, top on the left.) That will keep it from rotating freely while you apply the breaker bar.
I had to do this a month or so ago. If both front wheels are off the ground, use a floor jack to push up the end of the breaker bar.
2. I've reused them. But, given this age of litigation, the proper advice is to replace them just in case one or more of them has been stressed beyond its fatigue limit.
3. If you're talking about getting the joints out of the steering knuckle? I've been able to remove the lower ball joint without destroying it by putting the steering knuckle in a vice and hitting the top of the joint shaft with a heavy hammer. The upper is hard to get at that way.
