Rain? Ha! It's been beautiful in Seattle lately. There, I jinxed it: prepare for rain tomorrow. :-)
First thing to do would be to remove the switch console and clean the contacts. With a thin bladed screwdriver, carefully prise up the rectangular piece that houses the window switches, then carefully remove the wire connectors (for more information on this, click on the "more from gorper" link and look for a recent post).
Second, you'll need to take the offending switch apart and clean the contacts. The switches are pretty simple and all you need to do is give the copper contacts a little sanding or wire brushing and spray them with some electrical contact cleaner, available at an auto parts store or Radio Shack. For good measure, you might also slather on a little dielectric grease when done.
Third, reattach the switch and connector and test the switch, then re-fit into the console.
By the way, the window motor is located behind the metal paneling on the inside of the door, but it sounds like you just have dirty switches, which is pretty common.
