rails onto the doors and fenders or are they the bolts that hold the rubber fillers into the wheel wells?
If they're rusted (good old rust belt cars), try to clean out the indentations really well with a pushpin or something like that so the torx bit will get a decent bite. The smallest vice grips works well on the heads of the bolts if those are worn.
If you're talking about the nylon fittings that the screws go into, your best bet is to get new ones. IIRC Jeff Cunningham mentioned that the generic ones work well if you trim them.
