I find measuring the chain tensioner to be one of the least accurate ways of determining chain wear.
First off, determine if you have an old or new style tensioner. The old style was a cadium plated plain 27mm flat bolt from exterior appearance. The new is black 27mm with a 12mm bolt on top, considerable taller than the flat predecessor. If you've got an old style one, replace it with the new style.

There are a few, better ways to determine chain wear.
One is to check the
chain stretch is by degrees of crankshaft revolution. Turn the engine over
until you can see the timing marks. try for tdc(0). Remove the distributor
cap and watch the rotor button as you turn the motor over by hand. when you
see the rotor move note the timing mark. Its best to rock the motor back
and forth a few times (repeat the test) to get a good reading. anything more than 5 degrees is excessive. (Thanks to Townsend Imports)

The 'gold standard' is to pull the valve cover (Not timing cover!) and actually look at the chain. Inspect it for wear. Next, turn the engine over to TDC for cylinder #1, and look at the alignment marks on the cams versus the marks on the bearing blocks. If they line up, the chain is in good shape. If they don't line up, the chain has 'stretched'. Again, chains don't stretch - the wear. The pins and holes get slightly bigger, and those slight elongations add up over the length of the chain. But the tensioner extension could be a lot of things, to and including chain guide wear.

You don't mention the year or engine type of your car. Chains rarely wear out with good maintenance (regular oil changes at a reasonable interval). They usually give warning - lots of noise for a while. But that noise can be a perfectly good chain in an engine with worn chain guides, or an engine with a noisy lifter, bad fuel damper, or anything else sounding like a rattly chain.

If the chain is truly worn (again, doubtful), you can roll one in as a DIY activity. But frankly, if the chain is worn, chances are the things it rubs against are worn, like the chain guides, and possibly the cam sprockets. If you replace just the chain, you're doing only part of the work. An worn chain guides and sprockets will prematurely age a new chain.

Before you line yourself up for a big job, do a little more troubleshooting. Once you've gotten that evaluated, then decide what needs to be done.
