Very common experience. Your catalytic converter, if original, is probably not working up to par. Rather than replacing it, you might try a couple of things to get through the test. when the cat starts to rattle, then replace. Antoine's suggestion of a new O2 sensor may help...but if your idle varies about a needle's width, it is still working. I'd try these things to pass: new NGKbcp7es or 7ev plugs, new distributor rotor/cap, and most important, set your timing to 14 degress BTDC. This is slightly retarded versus 16 degree stock setting. Use an inductive timing light, hook up to #1 plug wire, disconect and plug vac line to distr, loosen distributor clamp bolt, and point light down at opening on top of flywheel/clutch cover. Turn distr by hand until mark on clutch cover is lined up with 16 on flywheel. This whole process will take under an hour including new plugs and rotor.
I am assuming that your CO and CO2 readings were fine, because this timing trick will increase CO just a bit. Once you get through the test, set timing back to 16 btdc.
Your brake light problem is probably a bad ground. See the FAQ on this or do a search on bad tail light ground. Known problem with 4 doors and converts, but bad grounds can do all sorts of things to all Saabs.
