Overpressure Relief Valve: Replace or Not?

After some investigation, I finally found the name for the tiny a/c part. It's called the Overpressure Relief Valve, and it blows out the excess freon when too much has been added. There's a little silver-colored, circular, sticker-like cover on the end of the Overpressure Relief Valve that peels off to let out the excess pressure. However, in my case, the entire tank of freon has been drained, so it's more than just a little bit of excess freon that spewed out of there.
I have received two opposing viewpoints on what to do about this. One (my mechanic) says that I need to just replace this O.R.V. part and the a/c unit will work fine. Another (Todd at eeuroparts.com) says I need to just fill up the tank with R134 again--but this time not more than 1.75 pounds--and there'll probably be no need to replace the O.R.V. I have a little more trouble understanding this second option, as I believe the freon was completely drained from the tank solely because it spewed out of the Overpressure Relief Valve, and I don't know how added freon is going to stay in the tank if the hole on the O.R.V. is no longer being covered by the silver "sticker." Does anyone out there have any experience with this or thoughts about it? Any help would be appreciated.
