My 1983 has had this "feature" for more than ten years. As Jim said above, there seems to be some in/out movement possible on the top shaft of the steering column. Maybe I'll look for the tightening clamp, but I haven't seen it before.
Whenever mine comes out a bit (usually after someone else drives and scooches the seat forward by pulling back on the steering wheel), I just give it a good whack an it goes back into place, horn works, etc. Just be sure that the turn signal lever is in the center position or you will break off the plastic tab that cancels the signal.
