It's probably the usual suspect - clogged air box drain or maybe the gasket around the air box. It may already have been fixed and there's not a water problem anymore.
I'd also take a look at the panel joints around the inner part of the rear wheel well and under the rear seat. I had an '88 that got water in there and it wicked up through the carpet padding and made a bog in the front.
Other leak suspects are the grommet in front of the door where the wiring harness goes through for the ECU and the grommet that the vacuum hose to the recirculation flap goes through, under the air box.
I'd be hesitant to use laid-up fiberglass unless you did some serious metal prep work around the hole. Cloth & resin tends to shrink at the surface and curl up around the edges if the metal surface prep isn't just right.
