yes, all spg's are turbos. spg is just a trim package; a bit more luxuriously appointed interior, as well as the cosmetics mentioned before.
you can never know for sure how the car was treated before you buy it, but because the spg was the sleekest of 900 models, it may have been driven harder than a non-turbo. what's the owner like? having said that, of course, i know people who drive very fast cars quite gingerly...
a turbo car, with more power, will be a bit more prone to wear & tear than a non-turbo car. plenty of people have put lots of miles on turbo cars, though - a turbo in and of itself does not necessarily mean the car won't last.
if this is your first SAAB, it's worth noting that they are not like Hondas or Toyotas with regard to reliability. However, if properly cared for, they can run for quite a long time (I sold one @ 337,000 miles; it went for several years after that). They are also quite safe for a car their size, very fun to drive, and quite practical (hatchbacks anyway).
