Nox update

A week ago my 91tc failed the emissions test by .25. I asked for advice from the board. I didn't take all of it. I changed the plugs, air filter, distributor cap and rotor and leads and put ran some injector fluid. The car runs nice, but now, a week late I take it for the retest and the numbers are higher across the board with the Nox a full point higher.
What I didn't do is retard the timing. I wanted to find the source. So what do you think it is? Should I go to the 02 sensor next, or what?
