you are using new seal rings, right? Other than bad seals, a banjo will almost never leak unless damaged. Examine it very carefully for scratches or gouges that may have been made during disassembly. You may be able to dress them with a very fine file. Don't try filing them out, just knock down the high spots. Then try using the old style copper seal washers-most good import shops/parts suppliers have a selection. They can sometimes seal things that the polymeric ring on the late ones won't.
Replacing the banjo is doable but a real PITA. I've done it. About as fun as a Walbro fuel pump check valve. You only get a couple of tries before there's no spare line length.
