I've never done hydraulic lifters (or followers, as some call them) on a Saab, but from my VW experience, and after looking in the Bently, it isn't that hard.
You basically remove the camshaft, and pop the old lifter(s) out, then pop the new ones in. You can use any strong magnet to pull the lifter(s) out, you don't need anything special. They just sorta sit between the camshaft and the top of the valve mechanism, they are not held in by anything - so you can just lift em right out.
That said, don't run out and replace the lifters! Lifters generally "tick" for one of two reasons: 1. they have failed, 2. they aren't recieving enough oil.
If you have a pre-mid-88 head, there are plastic oil supply pipes running to the lifters, you can see them if you have the valve cover off. Replacing those can improve the oil supply to the lifters, making them less noisy.
If you have a post-mid-88 head, then the oil passages are internal. Air can become trapped in the passages, making the lifters noisy. There's a procedure in the Bently for bleeding the lifters, it involves loosening one of the bolts on the valvetrain, then cranking the engine with the ignition disabled.
(All of the above is assuming a 16v head, I don't know anything about the lifters on 8v heads!)
