Is the A-arm disintergrating or is this just surface rust and you still have good, solid metal? If the metal is still good, get as much of the rust off with a wire-wheel on a drill or similar. From there, you can go one of two ways:
(1) a rust neutralizer (it'll be zinc-based) followed up by painting the area
OR
(2) coat the area with POR-15 or other similar product.
The POR is ideal as long as the area is hidden. You could get it on the underside of your fender, but, never on the top. That will have to be addressed by your body shop.
The rear shock tower....still good metal? Same application then. If not, then more serious welding is needed and just where does it stop?

The body store has a lively bulletin board just like here. You'll see POR and equivalents mentioned there as well. You should post this question on that board. The guy that runs the board (its been months since I've been on that board so I don't remember his name) maintains a shop in NJ and answers many of the questions himself. It may help.
