I don't know how you could pass a state emission test (are you in the U.S.?) with the converter missing! I replaced the system from the cat-back 2 years ago with the Starla (Walker) pipes and hangars. Fit better than any other exhaust system I ever installed. My guess is that the sponsors would likewise have the cat.
One other point, when you attach the straight pipe (after the cat) to the cat, it takes 4 nuts and bolts. Get yourself some stainless steel nuts, bolts, and lock washers and apply anti-seize compound to the threads. I had to cut the old steel bolts and its tough to do while lying down. One other thing that I did - I wasn't rushed to get the new system on the car ,so, I painted the pipes with high-heat paint on the outside and as much as I gould get inside the pipes too (not inside the muffler, naturally). After 2+ years, they still look like I just painted them.
