Cooling fans

I have an '85 SPG with two cooling fans. I thought that one of the fans was supposed to be running whenever the car was but after replacing the expansion tank and letting the car warm up to test it I noticed that this was not happening. Once the temp guage got a little past 3/4, they both kicked in. Once the temp lowered, they both went off.
Is this correct?
Also, after reading the posts from thereuare, I feel that my car always has run hot. In stop and go it's not uncommon for my car to run at at least 3/4 throught the green on the temp guage. This summer, with a fully packed car and going up a fairly windy, steep grade for about 8 miles it was about 1/8" below the red so I pulled over. I saw that the coolant was a little low (not below the min) and was going to add some water. Once I opened the top on the expansion tank to let some pressure out, it quickly and completely filled with coolant. I had to start the car again to get the level to drop where I could add more water. Is that normal?
