Changing the Instrument Panel & ... Accident Update:

I have an instrument panel I would like to swap out with the partially functioning one currently in my car. Can I do this by removing the instrument dashboard (not full dashboard) and more importantly *without* having to remove the steering wheel?
Looking for the quickest solution before following the full-removal of everything as described by Bentley. Thanks!
-------------
Update: my car was totalled, front-end collision because some kid crossed opposing traffic (I was the opposing traffic!) and as he told the officer in bewilderment ... " I couldn't see down the 2nd lane so I just went"
The Sabr is fixed, repainted and returned to it's pre-accident state which means ... all the little things are still there for me to repair. ;)
