Yes those thing can cause idle to be high. Before you adjust everything I suggest cleaning the Throttle body, do a Top Engine Cleaning (GM Poduct), And a real Fuel Injector cleaning. Your boost should go up from the more efficient combustion. I have had to continue adjusting my idle after every one of these. Base boost you can set at the waste gate rod.
