Shift Link bushing...Can it be out of place?

Hi,
I have an 89 900TC with choppy shifting into 1st & 2nd. I inspected tha rubber bushing by the power steering rack and it looked OK...not torn or loose in any way. Is it possible that it is positioned wrong...either too far or not far enough along the linkage?
