Slow to build boost?

91 turbo cvt. 110k. This car is new to me. It has had some vac leaks and a high idle traceable to the TPS. I'm replacing the TPS next week, and most, but not all, vac leaks are fixed, and I have the scraped knuckles and strained back to prove it. However, I notice that the car doesn't boost as quickly (or as high) as my last turbo, an 88 900. I get about 2/3 yellow max in New Orleans heat and humidity. On a cooler, dryer night it touched the red.
I plan on adjusting base boost per the Bentley next week or so, and tracking down a persistent problem with the APC solenoid. Can anything else affect boost buildup time? A bad O2? timing? Gremlins?

I would like to know what I can do to make it build boost more quickly. It does need a new air filter, which I am getting along with my TPS from a sponsor this week. Any thing else?
