Check the contacts in the gauge cluster, around the hole where the lamp mounts. The "film" is like a flexible printed circuit with areas that are supposed to make contact with the lamp holder. Check if something's broken, or loose. Maybe the flat surface under the flex circuit has a "dent" from the heat of the bulb, so it doesn't contact the bulb holder very tightly.
With a small mirror you might actually be able to see that stuff without taking out the instrument cluster...
