This is a better question for the performance bb. But here goes... The cut back may be your knock sensor telling the APC to cut boost. You should not disable this protection unless you want to damage pistons with detonation. Try higher octane gas, or throw in a bottle of octane boost. If cutback stops or is reduced, the knock sensor is doing it's job. If you can't get higher octane gas and don't want to constantly use octane booster, retard spark to 14 btdc or add bigger injectors, rrfpr, or water injection or msd ignition retard or spg9 distr ign retard module. If you do all these and enjoy the boost, you will eat through tranmissions regularly.
