Do these measurements mean I have non-stock springs...?

Hi,
I have two Saab 900TC's, 15" wheels, with the following suspension measurements:
PTICOWAL = pavement to inner centre of wheel arch lip
TOWRTICOWAL = Top of wheel rim to inner centre of wheel arch lip
89 900TC w/Ground Effects 87 900TC
PTICOWAL TOWRTICOWAL PTICOWAL TOWRTICOWAL
Driver side Front 26" 7 1/8" 26 3/8" 7 1/4"
Pass Side Front 25 6/8" 6 7/8" 26 2/8" 7 1/4"
Driver Side Rear 24 3/4" 5 5/8" 26" 6 3/8"
Pass Side Rear 24 3/4" 5 3/8" 25 3/4" 6 1/4"
The 87 has pretty consistant readings and I would assume they are stock springs.
The 89, on the other hand, is anywhere from 1/2" - 1" shorter than the 87 in the front, depending on when I measure it (after sitting dormant 6+ hours it measures more like 1" shorter). What's worse is there is a 1/4" - 1/2" diffence in the measurement of the left and right front wheels on the 89. The shocks are new Boge's with less than 7,000Kms on them. Are my springs bad on the 89?
