Happened to me too, and in searching out my situation i found this board!!
Mine turned out to be a bad catalytic converter.
If you have private inspection facilities in your state, i would take it to one of them and let them diagnose, fix, and inspect the car.
There are too many variables with emissions, and it's my personal opinion that a marginal emissions car could pass/fail on any given day depending upon how long the car idled while in line to get inspected.
Having the same shop do the work and re-inspect i thought was "safer", in case for some reason it failed after the repair. They may not even charge you for the reinspection since they're not doing a complete inspection, they only have to do the test for emissions (ie-what you failed for).
If you need a new cat, the OEM is $1000!!!! I got an aftermarket cat guaranteed for 50K miles and it was ~$200 installed (i think it was $130 parts + 1.5 hours labor).
