So you found the adjustment screw & adjusted the handbrakes...

If one is hanging up & dragging loosen that one a bit. Lift & support both sides at the rear. If you pull the lever up a couple clicks both brakes should engage about the same place. The idea of the adjustment is so you don't have one wheel locking up harder that tne other.

You just put in new pads, but how about the rotors? Are they new, or resurfaced? You usually want to de-glaze them at least. If not, are they real flat? You may find that after a hundred miles or so the pads will wear to match the surface of the rotors. Then you can re-do the handbrake adjustment & it might work better.

OTOH, if your handbrake cables are getting bad, maybe they are getting stretchy (pretty technical term, huh?). If so, you need new ones.

How about the calipers? Are the slide pins OK or are they bound up with crud?

Sometimes I've gotten new pads which don't slide real easy in the calipers. Those T-hook shaped ends of the pads have to slide in & out in the grooves where they sit in the caliper bracket. File them a bit so they don't seize.

I feel like I'd have to actually look at your brakes to give you any better guesses.
