Is the throttle plate fully closed at idle? (long)

91 900t. I've had a high idle problem. Finaly replaced the AIC and adjusted the throttle screw (which was wrongly adjusted to compensate for something by P.O.), and after clearing the adaptive memory and driving around for 20 minutes, I had a rock solid, 850 idle.
When I let off the gas the idle would dip down to 500 before coming back to 850. It dipped very quickly. I figured that I had adjusted the throttle stop screw too far, so I turned it to increase idle. Now, on start up, it idles at 1500 for about 20 minutes (does not seem temp dependant) and then drops to 850. Return to idle rpm after letting off the gas is very slow.
My question: how "closed" should the throttle plate be? 100% closed or is it supposed to be slightly open?
Also, how fast should the rpm return to idle?
