This is the EXACT SAME scenario I ran into last week. The car always ran hot, and the fans didn't turn on until two thirds to three quarters on the gauge. This has been going on for four years ever since we bought the car. After various tests of the temperature gauge, et cetera, I finally found the solution.
(to test the gauge, connect a 47 ohm resistor between the disconnected temp sender wire and ground, and the gauge should read a little over half. My gauge passed this test, then two days later it failed it, so I'mg going to rewire the sender for good measure. Then I got that thermoswitch I ordered, and come last weekend, I put it in...
I fixed it. Permanently. Installing a 77/82 celsius thermoswitch in the upper left hand corner of the radiator, in place of the stock unit, which doesn't turn your fans on until the car is truly sweating, just plain FIXED IT!
Now, normal operating temperature is around half on the gauge. I couldn't believe how easy it was. Numerous places sell them; I got mine from eeuroparts.com (spelling correct) for something like eight bucks plus shipping.
To install it, get a 29 mm wrench and break it loose. Next, have the new one ready and screw it in place as quickly as you can to minimize loss of coolant. Burp the cooling system (using the bleeder on the thermostat housing) thoroughly, and test drive and be amazed.
I had also found my coolant cap was failing; general lifespan of one of those is less than ten years. The old black cap (75 77 323) has been superceded by a newer design, which is yellow.
Need I repeat that my mother and myself, we had been driving an overheating car for four years before I found this out. In model year 88 they decided to spec the higher temperature thermoswitch for no apparent reason; we've seen the results.
