1.i have an 88 SPG and had a problem with my turbo bypass valve(hooter valve) and it wasn't until i replaced it that i realized it was supposed to make a noise :). SO my guess is that you are hearing a normal sound from a hooter valve. it should only make noise when you have boosted and then let off or if you are over-boosting (half into the red).it is designed to allow air to bypass the turbo and prevent exhaust gases from pounding on the throttle body i believe. it may be going bad which is why it is either too noisy when cold or not noisy enough when warm. mine was causing an only-half-boost problem when the engine was hot but ran fine when cold.
The hooter valve is a black (probably oil covered) plastic thing a bit larger in diameter that a golf ball with two large hoses running in and out at 90 deg. angles and a small vacuum line running into it. it is located toward the front of your engine, buried under the coolant hoses and just above(i think) the turbo.
2. it could be that your turbo bearings are going. does your car kind of sound like a fire engine? the turbo normally makes a light whistle as the turbo fins spin up and the wastegate opens BUT a bad turbo will sound like a fire siren coming up from behind you.

lets hope for the first one.
