That coolant line goes to the throttle body. I suspect that the coolant line was put through there for 2 reasons:
1. To minimize temperature loss in the coolant under the very cold conditions that require throttle body heating.
2. To reduce the number of manual operations for assembling the engine - rather than having 2 separate tubes and their associated brackets and clamps to deal with during assembly, there is one tube and 4 clamps.
It's ingenious, if not an expensive PITA to deal with on an old car when if has a problem :-)
