It may not seem to you this is straight forward at this time but the starter is just a three wire device....big power lead from the battery which is always powered, the negative lead (case of the starter), and the +12VDC which is the control voltage coming from the key telling the starter to connect that big power lead to the starter motor internally to start the car. So the question is....are you getting full voltage (+12VDC) at the starter on the wire coming from the key circuit when you try to start the car. If yes and you have +12VDC on the large cable to the starter then look to a failure within the starter itself. If the voltage is low from the key at the starter when you try to start then I would suggest backing off and looking at the wiring to and from the key.
