One symptom of the u-joint bearings in the column, is the stiffness comes & goes at 90 degree intervals of steering wheel position. That's easy to feel if you raise the front of the car & reach in thru the window to the wteering wheel. If your steering is uniformly stiff, think about the rack or maybe even bearings in the upper steering column.
Scratchy noise in column could be a couple things... The horn contact on the back of the wheel is like a spring-loaded button rubbing on a ring contact. Little bit of grease could be needed there. Otherwise, the upper shaft has bearings/bushings in the column which are not real well sealed from dirt. They might be a pain to clean out...
