sounds like the lower steering column u-joint is frozen. As Boomer says this can sometimes be freed up by spraying solent on it and heating with a hair dryer. You csan access the ujoint from inside the car down at the floor board. Just pull back the rubber boot and have a look while a helper turns the wheel. I have a hunch that yours is really jammed due to a broken needle bearing in the ujoint and turning the wheel is forcing the whole column up toward the wheel. If so, the solvent and hairdryer trick will not work and you ned a new(good used) intermediate column. new ones are expensive, so try to find a used one.
Re the airbag, have no fear as long as you keep the ignition off when you remove it(Pull battery cable just to make sure) It comes off easily with torx screws on the back of the wheel and unplugs. then you can remove the wheel(22mm nut)...leave the nut on loosely and wiggle the wheel so it doesn't hit the other nut behind the wheel in the face when you yank on it. The wire spool is right there when you pull the wheel. However, there may be no problem with it (no airbag light on?)and the noise you hear is just becasue the column is pushing up against the wheel mount.
