Full lock turning puts extra stress on the P/S and should be avoided. Noise could be slipping belts under the strain. If the leak is down the inside of the fender liner. You might just have a loose hose clamp.
Remove the two 10mm bolts holding the resevoir and carefully slide the resevoir out. The nipples that the hoses clamp to are fragile and get brittle with age. Could be that one has already snapped...time for a new resevoir.
When you have the resevoir out, disconnect the upper hose, plug the nipple and connect an extension to the hose so you can pump the dirty fluid into a bucket. Have a helper start car briefly while you pour clean fluid into the resevoir. 3-4 qts will clean out the pump and rack. Check for leaks where the big hose from the resevior connects to the bottom of the pump. An extra hose clamp might stop a leak, but eventually this hose will need replacement, too.
