Is this when the engine is cold?
It sure sounds like you have a vacuum leak somewhere. If all your vacuum hoses are new and the rubber bushings that hold vacuum nipples into the intake manifold and valve cover are new, take a look at the turbo induction ducting.
The rubber bushing on the plastic duct that the large PCV hose spikes into has a thin spot that wears after a decade or so. The steel PCV fitting should also go all the way into that bushing, past the "shoulder" on the fitting. I needed to use some silicone grease to be able to push it into the bushing.
Other suspects are hose clamps and rubber boots on the induction, not to mention the clamp for the hooter valve on that one boot right upstream of the turbo.
It's possible that the O-rings on the Fuel Injectors have shrunken a bit too much and that you might have a bad injector.
If you're still getting the white smoke when the engine finally gets up to temp (if you can keep it running that long), HG might be what you're looking at.
Last resort is bad ECU. Hope it doesn't come to that.
