my theory on water inside after rain. what do u think

I have a 1990 turbo convertable the window weather stripping on the pasenger side door that seal against the window just started to crack & I lost a small piece about 4 inches in the center of the driver's side window on the door. The last rain storm really flooded my car with no prior history of this. after looking at the door I notice that the lower weather stripping rubber gasket goes around the entire lower inside part of the door and the drain valve for the inside door is above this weather seal at the bttom of the door. I shot water at the new hole with the door open and tons of water leaked, as it should, out of the drain hole. My theory now is that water leakes out this hole and cannot escape fast enough as seal gasket is tight this causes back up over car sill and into carpet area. Any one else think this is correct?
