The 1-2 shift is intentionally notchy. The word I read was that, in the early days of the transmission, SAAB had a rash of warranty claims on 2nd gear synchros because you could shift too fast. They added a little jog between 1 & 2 to slow people down and save the synchro.
1-2 on my current '89 is more notchy than the '88 that I had previously.
Now, it's possible that there's some air in the hydraulics or some other clutch-related ills if shifting is notchy in the other gears and you can't ever get it into reverse when the engine is running.
On the rust. If it's just surface rust and there aren't any bubbles coming through the metal (especially the front and sides of the hood, which has all sorts of pockets where moisture can gather and actively promote rust), then sanding, prep, primer, and paint are doable.
