Just curious why do you want to remove it ? The answer to your question BTW is that there are 2 white nylon bushings (they're sort of shaped like a U), and they sit in that bracket (in conjunction with the retaining clip) and keep the seat from flopping around.
On a sidenote: When I bought my '90 900, it had also sorts of noises coming from the rear of the car (loose brake calipers, brake dust cover, exhaust, etc.). I fixed all of the above, but still had an elusive thumping and banging that drove me crazy. I finally tracked it down to rear seat backrest. Apparently the prev. owner wanted to remove the seat and failed or forgot to put the nylon thingees back in. Anyway, I think he left them out on purpose becasuse when you go to re-install the seat, the nylon bushings make it next to impossible to press the seat back in. And I gave up on the retaining clips (I may have found all of this difficult because my foot was broken at the time). My advice is to leave it in there, lift up the bottom seat all the way and press the backrest below the black retaining clips (on the bottom of the bottom seat) as Saab had intended the seats to function.
