Assuming that base boost is set reasonably close to where it should be, the APC solenoid is doing what it's supposed to do and the wastegate is doing what it's supposed to. You're getting pressure and they control for pressure.

Also assuming that the standard tune up things (plugs, wires, cap & rotor, etc.) are in spec, you're probably headed in the right direction. When you're doing the vacuum lines, replace the rubber bushings that hold the vacuum nipples into the intake manifold and valve cover. Valve cover gasket and ELCD canister fittings (and the canister) can also be enormous vacuum leaks.

Inspect the rubber boots that hold the turbo inlet and discharge ducting together for cracks and loose hose clamps. Also, consider replacing the rubber bushing on the plastic inlet duct that the large PCV hose spears through - it has a tendency to wear through on the thin part of the bushing in a way that you wouldn't ever see without removing it (BTDT). The shoulder on the metal part of the PCV fitting should go in past the edge of the bushing, too.

One of the idiosyncracies of the APC system that I've found in both of my 900Ts is that, if you put your foot in it for a few seconds, back off, and put your foot in it again, boost picks up faster and farther than if you just put your foot down once. Must have something to do with turbo spool-up rate.
