Check for Continuity on seat back/ bottom before you tear it apart.
The t-stat is in the seat bottom, so if it's out you should have cont in the backrest, but not the seat bottom.
Problem could also be no voltage to seat, or bad/misadjusted seat switch.
There is a spring-loaded switch under the seat that keeps the heat off unless someone is sitting on it.I fixed a no-heat problem on one of my Saabs by just adjusting the switch.
