The old 9-3 V-6 engine is made at Ellsmere Port in England. There's not much SAAB about it. The two extreme viewpoints seem to be everything old is good (Grandpa walked 10 miles to school barefoot and uphill both ways) to everything new is good. Both can be true.
Although I don't give much stock to lists, Car and Driver did list the SAAB 2.0-16 engine as the best engine. The new 2.0-16 hasn't been around long enough (could be slightly better than the old or could be as bad as the Cadillac V4-6-8 engine). I don't like the idea of a rubber timing belt so it's not entirely evil an idea.
Some cars don't seem to have cracked dashes and sagging headliners, so this is where the new 9-3 can improve. Cars seems to need a fresh look every few years to sell, though radical ideas like the Pontiac Aztek is a step in the wrong direction. The lost of the hatchback is sad (though I read in the Wall Street Journal today that they are coming back for other GM cars).
The WSJ also had an article about how some European makes (mentioned Mercedes, BMW's except the 5 series, VW Golf and Jetta, and Jaguar X-type as being trouble prone, possibly because of the myriad of electronics) have quality problems in recent years.
In short, the potential for improvement is there but also the chance for getting worse.
