About 6 months ago i too failed NJ inspection due to high NOx, and i needed a new catalytic converter, but some say you may be able get away with just a new O2 sensor, depends upon milage of the car. Although i failed at the state run inspection station, i had the reapair done at a mechanic that is also a state authorized inspection agency, as i didn't want to chance having a repair done and then failing again for some reason or another (i'm convinced pass/fail is somewhat random). Make it clear to the mechanic that you expect the repair to get you through inspection, and let him re-inspect the car for you so that it's "one stop shopping" and you don't run into the mechanic saying the car is fixed but the state saying you still have a problem.
As for the headliner, there are extensive posts on here about it if you try the search feature.
Where in NJ are you located? I'm in northern NJ but am willing to travel to help with any Saab projects you may take on (you get a helper and i get some more knowledge). I plan on taking my headliner out and fixing after the winter season (when it's time to roll down the windows again), so if you need an assistant for taking out the headliner i'd be willing to come help (or anything else you may have on your "to do" list).
Do you have a mechanic in the northern part of the state that you use/recommend for projects that are bigger than you can handle?
