That actually isn't so. On non-APC Turbo cars, they have a truly pathetic cam. Breathing past 5000rpm is virtually non-existent, and is truly a power limiter. Before increasing boost, I would absolutely install a hotter cam. Doing so is worth a few horsepower, and makes a good foundation for future mods. Conveniently, the old 8v cars have solid lifters, and installing a non-turbo fuel pump relay removes your rev limiter. With the NA cam, the motor will spin freely past 6000rpm. Throw on a decent exhaust, intercooler, a couple more PSI and you've got the foundation for a 16v killer.
