You do need to turn it over. Is it seized on the pistons (should be obvious and more likely to boot) or the crank? If the pistons are welded in the cylinders break them so the rods can move. No matter how seized, you can probably eventually get it to rotate enough to get the TC bolts. An air wrench and a BF compressor would help as you make be limited in the torque you can apply with the enginge/trans sitting loose.
