There is no power reaching the temperature switch on the radiator. As pointed out it is probably the time delay off relay which is wired between the fan fuse and the temperture switch. The 86 shop manual shows a rough location for the relay as somewhat forward of the drivers side wheel well, inside the engine compartment. Look for a black rectangluar (approximately 1-1/2"x1-1/2" x 3" tall) which is probably clipped to vertical "wall" from the front of the engine space to the front of the wheel well. It has an electrical connector on the bottom which has a large yellow, large yellow w/white stripe, a small black, a small green w/white stripe wire. The two large yellow wires is the power wires which the relay connects together to power the temperature switch. The smaller wires are the coil wires. It is best to jumper these two yellow wires together, i.e. bypass the time delay off function of the fan relay. You can also check for voltage on the yellow wire (+12VDC). Since it comes directly from the fan fuse it is ALWAYS powered.
